Packaging EPR
Register and pay for the packaging you ship into each country.
Before a store ships to Germany it needs a LUCID registration number and a paid licence for the packaging it puts into circulation, and it has to keep reporting volumes. Every other EU country has its own scheme. The new PPWR harmonises labelling and recyclability rules from August 2026 but leaves registration national.

- Who it binds
- Anyone who ships packaged goods to consumers in a country with an extended-producer-responsibility scheme, including sellers abroad. Germany requires registration in LUCID and a licence with a dual system before the first parcel; marketplaces must verify the registration. France requires the Triman logo and sorting instructions.
- Who is exempt
- None by size in Germany. Some countries set de-minimis thresholds for reporting.
- Penalty
- Germany: fines up to €200,000 under VerpackG, plus delisting by marketplaces that must check LUCID registration. France: fines and blocked customs clearance in extreme cases.
